Archer C8 v1 - cannot access Steam site

Past few days I've been having issues with the Steam website (store.steampowered.com). I'm getting this particular error
Here is what doesn't work -
The main page and anything related to the store (wishlist, explore, featured, etc) I cannot view. This happens across multiple PCs and phones that are connected to my router. Doesn't matter which browsers I use, even on the Steam app for android.
What does work -
Playing games, even on VAC/Steam servers.
Steam forums, market, profile.
Connecting directly to my ISPs modem, Steam works just fine.
I've flushed my DNS, I've changed my DNS (ISP, Cloudflare, Google). Unplugged, power cycled, reset both my modem and router, went to factory settings for both. Even updated the FW on the C8. Still no luck.
QOS disabled. UPNP was enabled by default, I then disabled it, still nothing.
Any help would be appreciated, thanks!
