But what if I don't have the TP-Link router?

It seems that once a smart plug is connect to one device, it is no longer available to connect to another device.

 

has anyone set up a stand-alone smartplug on multiple phones (mine + spouse)?

@Jpb Ya, you can connect multiple phones and even your laptops with the Wifi using the TP-link router. For more information just ping me (https://igeektechs.org/)
