The TD-W8970 supports 3/4G router mode, while there may have some compatibility issue between the 3/4G dongle and router. You can refer to the link below.
You can change the operation mode to 3/4G router mode and plug the dongle into the USB port and check whether it can be supported.
Please ensure that the firmware is up to date. And you can create the profile manually to give it a go if it was detected.
