I have TL-WR740N router. I dont know how to stop and start wifi signals. Can you help me guys ?

Enable or Disable radio on your router. After that click SAVE.

In internet browser do you have manual to your router?

That is the web console of the router. You may try the steps below to see whether you can get there or not: Open the internet browser, in the address bar, type in 192.168.0.1 and press Enter. if there is a windows which requires a username and password, they are both admin.
if you can see the web interface, they you can do what Jimasek suggested you to do:)
