1733Mbps is 4* 433Mbps, so it requires the wireless client like laptop mobile devices also support 4*4 MIMO to get the highest Link speed. 

So it is recommend to check the wireless adapter on that device and see if it also supports 4 MIMO? May I know  model of your device and its wireless adapter?
