windows 8.1 TL-WN821N "web page cannot be displayed" problem

In both, iexplorer 11 and google chrome browsers, it sometimes opens web page very fast but sometimes it opens after I press 2-3 times to F5.
I started to have this problem after my upgrade from windows 8 to windows 8.1, Also I had "limited internet connection" problem with windows 8.
Does anyone have similar problem? Is there a fix for this problem?
