NC450 V2 - Don't use 20 fps frame rate

I found if you set the camera to 20 fps frame rate the camera will start flickering uncontrollably in bright light. Easiest fix is to avoid using 20 fps. I haven't had this issue with other frame rate settings. I found this problem on 2 different NC450 V2 cameras and at firmware level 1.1.1 and 1.1.2.
