Hi,
The Tapo C410 does not support continuously turning on the spotlight when it detects events. However, on the camera's Device Settings > Alarm feature, please select Sound alarm type only. On the Video & Display > Night Mode Settings page, please select Full-Color mode, then test to see if that helps. 

With these settings, when the camera is in Night mode, the spotlight will turn on continuously when the camera wakes up, such as when it detects events or when someone views its live feed in the Tapo app.
