Hello and thanks for taking a look. Hopefully there is someone out there that enjoys unorthodox methods as much as me an can follow this haha! So:

... my question is this: what is the optimum setup so that the TPL8616 v8.2 modem runs my PPPoE, and then the Netgear B9-7550 only provides wifi/LAN (no modem function). There is no desktop/pc permanently connected to our network, so am hoping this can be done, even if somehow the Netgear modem has to serve the same function as a pc (i.e. providing the credentials for the PPPoE) - but still gain the better capabilities of the TP Link modem.

Now, this is all just FYI, figured I'd be thorough so if you have questions, hopefully here will be your answer:

This is the impetus:
We have a large, four bedroom house in rural south MS. Only broadband is satellite (no way) or a barely functioning ATT DSL. We get a new modem every couple of months because horribly slow service - avg 768 kbps - despite paying for 6 mbps. Will call, complain, and they send out a technician, and he ends up just ordering us a new modem every time. Have had every make and model ATT has. New modem arrives, gets set up, and voila! 3 Mbps. Let a week pass, then back down to 1 Mbps if we are very lucky, most often less, and sometimes no connection at all. So I have read about people in similar situations having success improving their connection by buying their own modem, and the TP Link 8616 was the one mentioned the most. When service slows down, it does not matter how many times I refresh the connection/reset the modem, nor does it matter if I power down everything in the house that is networked and have just say my iPhone connected to the ATT modem/router. It will still be just as slow, and when the connection itself is working good, the rest of the house's network functions fantastic, so the modem has got to be my problem/last part of the network I could influence.

The internal setup as of now is this:
1. Modem/Router Netgear B9-7550, dials/maintains the PPPoE connection. The wifi from this N router provides internet for the front section of the house/non-intensive use. RJ11 jack used for DSL is wired at our ATT box outside the house to filter the DSL out and the modem can only be connected to the one, specific outlet. We have had the technicians try to swap the outlet for us, does not make a difference.
2.This is then connected to an AV1200 Powerline starter kit. This terminates in our bedroom/very intensive use.
3.The output for this kit goes into a Linksys WRT610N v2, which provides internet via LAN for our bedroom entertainment center (TV, Apple TV, Samsung BR Player, Amazon Fire Stick) and,
4.has another LAN to an old TP Link C20i that gives us additional bandwidth. (We have a MacBook Pro, a Lenovo Iaptop, two iPads, and two iPhones that we split up between the two routers and their respective 2.4ghz and 5ghz frequencies.)
