My C3150 router constantly reboots not allowing me to access the router to attempt to alter any settings. Is there some way that I can manually get to reset to the factory settings so that I can reconfigure it?

There's a RESET button on the side of the router. Use a paperclip or something to press & hold for 10 secs (while powered on). When you release the button, the router will reboot to default manufacturer's settings.
