Comcast X1 DVR box not working when attached to TC-W7960

I purchased the TC-W7960 to replace my Comcast cable modem. The cable that runs to the modem comes from a splitter that also runs to my DVR television controller. When the cable is in the TP-Link unit, I get wifi service and cable on all of my other TVs, but my X1 DVR box that controls the main TV will not function. Comcast can't figure it out. I have rebooted the box multiple times. When I remove the cable from the TP-Link unit, the DVR box operates properly. Is the TP -Link pulling power or too much bandwidth?
