No Default Rule Blocking All Incoming connections?

I have several TL-ER6020's and 6120's installed and recently my DVR was being attacked through a exploit to gain access and disable my cameras. So I noticed that if I try to set a Block All rule for all services using the lowest priority, it will block all Internet access from the LAN, even if there is a higher rule allowing traffic from the LAN.
Does anybody else is having this problem? Because the only workaround I've found is by blocking entire foreign networks due the increasing attacks. Patching my DVR's is not possible due the lack of support from my vendor.
