I set my CPE510 to Access Point mode but the CPE510 SSID cannot be detected by my cellphone or laptop.
here's my settings (see image below)

Check the WiFi channel automatically selected by the CPE510. You are running the CPE in Test_Mode, which might use channels outside the frequency band your laptop/cell phone supports.
Also note that using a channel outside those open for public use might attract attention of regulatory authorities if your device causes interferences to other users of the 5 GHz band.

1. Make sure your
cellphone or laptop support 5GHz frequency.
2. Choose your country code instead of leaving it as test mode.

See the verndor's specifications for your devices. You could also check the preferences menu on the cellphone/laptop, check which channels can be set. Note that SOHO devices often support only the 5 GHz indoor frequency band while the CPEs works in the outdoor bands depending on the region/country setting.
