Noramlly, you need configure url filter in router, you can configure ACL in switch also, but it is not the best choice.

No switches I know of support URL filtering. This is not what switches are expected to do. Most routers support URL filtering, but it will decrease throughput since every data packet has to be examined closely for URL filtering.

As TPTHZ wrote, switches support only Access Control Lists, so you could deny access to a certain IP. With IP blocking you block not only the website, but the whole server, which can host many websites.

blocking websites ip is fine with me. what do I look or where do I go in system configuration of TL-SG3210 Manage Switch to block websites ip address?

Basically you create a Standard IP ACL (page 166) to deny access to a certain IP.
