cant log into 192.168.0.254 keeps timing out have changed the setting on pc but still does the same thing

have a wbs510 trying to logon to ip address with windows 10 using chrome have updated chrome.i have been able to get on the setup page a couple of times but it lost connection. now every time i try i get error saying its timed out took to long to respond been trying for 3 days .ive also tried a computor with windows seven does the same thing. what im i doing wrong ?

Could be DHCP in your network in combination with Windows "magic" way of doing things.

Connect the WBS510 directly to your PC, not to a router or switch of your network. Make sure to disable your WiFi adapter if your PC has one. Set the PC's Ethernet interface to a static IP from the 192.168.0.x range, say 192.168.0.12. Reboot the PC, Windows might need this to activate the static IP. Windows loves reboots. Now you should be able to connect to the WBS510. If it doesn't work, double check the PC's network settings.
