ISP :

I am connected to the SG1005D which has power and a blinking status light on port 3.

Cable is connected to MacPro running 10.11.6

I went through some FAQs and tried to correctly set the static IP and DNS, but I honestly have NO idea what I'm doing.

Please help. Thank you.

Set DHCP (dynamically assigned IP address) on your MacBook. Your router (not the switch!) will assign you an IP which fits.
The TL-SG1005D is an unmanaged switch, no setup needed. Just plug in your router and your MacBook to use it.

Thanks again R1D2. I was treating the switch like a router and plugging it directly into the cable modem.

All is well now. Thank you!!!!
