I am going to purchase MC220L TP-LINK media converter but have doubt about the SFP for the converter,
Can I use Cisco SFP( GLC-SX-MMD) for the converer or Do I need to purchase a exclusive TP-LINK SFP(TL-SM311LM )?

In my opinion, the brand only ensure there are not compatibility issue between their switch MC and SFP.
So I do not think TP-LINK will do the test with cisco SFP.
PS: I used Alcatel SFP with TP-Link Switch in other case, I have not met any issues.

Depends on the »personality« setting of the SFP. Some SFPs (especially from Cisco) are known to not work with other brand's MCs/switches. AFAIK, the TP-Link MCs don't require a special personality setting for the SFP - I use a third party SFP with my MC220L. I would recommend to either just try it or - if buying new SFPs - to ask the vendor/manufacturer of the SFP whether it has been verified to work with TP-Link gear.
