Do you mean TL-SG1008P. Please note that only port 1-4 can support POE.
Please try to connect only one POE devices and try to change other cable(CAT 5e or above). And make sure that your POE device support 802.3af POE standard.
If there is still any problem, you can contact TP-Link support.
