A simplest way: Set a password only you know...It looks like the Access Security could get a upper level control, you could have a try.

By setting strong policy does not help the issue as each service has it own vulb. appreciate if anyone can share if they know the command to do so. Thanks

You can use user access-control ip-based command to to limit the IP-range of the users for login.
