Have power and LAN but no wireless signal strength lights

The power and LAN lights on the WA5210G are on, but the signal-strength lights are not. Resetting the unit causes the high signal-strength light to blink, then all four to light up and shine steadily for a second or two, then all to go out. The device can't be configured, as there is no wireless contact. Is this a bad unit, or what can be done?
