How to avoid IP conflicts

I've got a question. Maybe it's easy for you guys but I can't find an answer anywhere. I'm installing a networks for student houses. Each house has a internet connection divided to each room by managed switch (to limit a connection speed for each room). The problem is students are connecting wireless routers in their rooms and when there are more then one with the same IP address (and most of them are 192.168.1.1) they will be IP conflict, right?
Is there any way to avoid it? Separating each port with different VLAN will solve the problem?
