Possible issues with TL-SF1008P and POE cameras

I just purchased a TL-SF1008P and 2 FI9821W V2 cameras from Foscam. I've plugged up both cameras to the switch and neither will power over POE. I also tried plugging up each individually. I'm quite confident that these cameras do not exceed the POE power requirements. I saw some discussion about Standard and Passive POE. How do I determine which standards these cameras support? I've reached out to Foscam but have not heard back yet.
