set on AP mode it's a basic configuration check this tuto http://www.tp-link.us/faq-378.html
You need to provide ISP your internet routers Gateway or ip, so we can help you with further issues, and if you know isp routers dhcp pool too

Whether your phone can connect to
TL-WA5210G depends on whether you can achieve a good signal from
TL-WA5210G.
Actually walls are wifi killers, besides, TL-WA5210G are using directional antenna, so when you install TL-WA5210G outside and let it face to the 2nd building directly, the wireless signal inside your house in 3rd floor will not be good enough, even your phone can receive a good signal from TL-WA5210G, the phone itself might not be able to talk back to TL-WA5210G...
