TL-SG1016DE Switch won't connect to my network and I can't log onto the switch (192.168.0.1) to change the IP to my network 192.168.1.x Ideas?

TL-SG1016DE Switch won't connect to my network and I can't log onto the switch (192.168.0.1) to change the IP to my network 192.168.1.x Ideas?

Can't connect to the switch GUI. I've done everything I can find to clear my ip settings, changed my PATH to put c:\windows\system32 as the first item, ipconfig\reset, powered the laptop down and up (in airplane mode), powered the switch down. I've checked the cable. What else do I need to do/try to connect to the switch?
And "Oh by the way" the Installation guide(s), paper, on the cd, and here on the site, state:
"Note: To log on to the GUI of the switch, the IP address of your PC should be set in the same subnet addresses of the switch. The IP address is 192.168.0.x ("x" is any number from 2 to 254), Subnet Mask is 255.255.255.0. For the detailed instructions as to how to do this, please refer to Appendix B in the User Guide."
Except the appendix doesn't exist. I shake my head over how you can do that to people.
