Using two CPE 210's to extend internet access

I spent 8 hours in very hot conditions unsuccessfully trying to use two brand new TP-Link 201 CPE's to extend the clients internet access on a property today.
Here is the scenario.
1x NBN Fixed Wireless Router that has an ethernet port to local 4 port WiFi Router (10.0.0.1) Gateway (10.0.0.138)
1x TP-Link CPE 210 setup as AP connected via ethernet to local 4 port WiFi Router (home1)
1 xTP-Link CPE 210 setup as client connected via WiFi (to local 4 port WiFi Router (home2) with Survey working and locked
Configured home1 LAN settings to use Gateway 10.0.0.138 and Static IP (10.0.0.253)
Configured home2 LAN settings to use Gateway 10.0.0.138 and Static IP (10.0.0.252)
Local WiFi Clients connected to home2 have no internet.
What have i done wrong?
