Can I connect an SFP cable/connection to an SFP+ port on the T1700G-28TQ or in other words can I use a 1G connection on a 10G port?
Are they backward compatible? And I mix speeds between ports? Since there are 4, can I have 2 running on SFP/1G and the other 2 on SFP+/10G?

In most cases it should work. See

@razeldazel2 I am also familiar with optical modules now. There are many types of packages and it takes time to remember.
QSFP28 is one of the most popular optical modules.

Hi Ibrahim,
In most cases. you can. Our Fiber Mall 10G SFP+ optical transceiver can support 10G or 1000M Ethernet.
