All setup but not getting expected speeds.

I have a Netgear R8000 DHCP ON 192.168.1.1 --> TL-470T+ DHCP OFF 192.168.2.1 --> WAN#1 4G 10/1mbit 192.168.0.1 DHCP OFF + WAN#2 4G 10/1mbit 192.168.3.1 DHCP OFF
Internet is working, can access all webmenus and the TL-470T+ is showing both WAN's as active and I can tracert to time.com from both.
The issue is that I only get the speed of one of the 4G modems of 10/1 when running speeds tests.
I can unplug either 4G modem and it still gives 10/1/ so I know both are working.
I have both those boxes unticked in the load balancing seciton of the settings....completely at a loss to understand why this load balancing router isnt load balancing anything.
