I need to connect a ip camera to ethernet port and wifi clients must access it.
1) Is this possible?
2) Is possibile to power the CPE210 with Poe?

1) Yes. But you need to enable the CPE's built-in DHCP server for your wireless clients if they don't use static IPs.

2) Yes, passive PoE (24 volts on 2 pairs) is the only way to provide power to a CPE. A PoE injector is included with each CPE. Don't use 802.3af PoE!

No, it's not possible, at least not without additional devices/power supplies. The CPE doesn't use 802.3af PoE (48 volts), but passive PoE (24 volts).

Should be an Access Point with built-in DHCP server enabled and set up. Give the CPE and the camera a static IP, DHCP is for the wireless clients only.
