countinuous reboot for TL-SL3428

This device reboots continuously after power on cycle.
Could you guys please explain me what this error below means and if it ever can be fixed ?

Unfortunately i can't delete any settings since it requires system initialization first:

Diagnostic mode is useless as well:

Firmware update changed nothing (only firmware available is TL-SL3428_v2_070808):
Startup Menu
And it returns to previous state described initially ...
