Make sure that the SmartPhone doesn't fall back to a known SSID if it detects no Internet connection immediately with the guest SSID. SmartPhones want to be "smart" and do such stupid things (for example iOS is known do behave this way). Next, on some cell phones you need to type in a HTTP URL into your browser's URL field to force the portal page to be displayed. Don't use HTTPS URLs, they won't follow any redirection.

Questions for you:
1. Does EAP110-Outdoor work in Standalone mode (FATmode)?
2. What portal authentication type is set up on the guest SSID, No Authentication, Local Passwordor External Radius Server?

What you can do:
1. Firstly, make sure your firmware is updated to the latest.
2. Secondly, since your PC can open the portal page, which means the portal settings are OK. So just do as R1D2 said, open a HTTP page on your cellphone when it's connected to the guest SSID and test the things.
