Do you use EAP Controller for management? If so, please refer to this FAQ instructions:

i setup captive portal and not work when internet is off . and connect with my phone not automaticaly open page .
but internet is avalable it work fine...?
how i can fix it ?

You use the EAP Controller to configure Hotspot portal authentication, right?
If authentication page can't open up automatically, you shall try to type an http page instead of https, such as http://www.tp-link.com on your phone.

ok i can open page with explorer ,
but my problem is for automaticaly open,

when i connected to wifi with phone captive portal page open automatically if internet is on .

but when i off then internet it not work automaticaly ?

Is your captive portal on a server on your local network? If you have the captive portal pointing to a page on the internet, then the captive portal won't work if your internet connection isn't working.
