Yes, this is called "standalone mode". But some portal functions require the Controller to run 24h per day, so don't configure features not available in standalone mode.

Anyway, just for configuring a few EAP you do not need the Controller at all. You could configure them easily through their web UI. Note that if configured using a Controller you will need to fire up the Controller every time a change must be made.
