Do you mean you want the R480T+ to allow the VPN traffic? I think the VPN passthrough can do.

Like Hibixa said, if you just want the router to pass the VPN traffic, just enable the VPN Passthrough on the router.
If the R480T+ is before your VPN Server, you need to open some ports for the VPN Server according to the VPN type.
