Problem to use the 2 links banks do not even open whatsapp web

I have this problem:
- LoandBalance R470 +, with 2 internet links via radio
- With the 2 links we are slow to access banks
- Whatsapp web does not open if you have 2 links connected
- If you remove one of the links everything works normally
- In the banks issue I get the message that the IP is already being used by another
