using the option "Allow the packets not specified by any access control policy to pass through the router" and placing a web in "target", the router does not block it

 

but if I use the option "Deny the packets not specified by any access control policy to pass through the Router" the router correctly blocks any WEB except the one in "Target"

 

there will be some firmware or correction to filter correctly when I use the option "Allow the packets not specified by any access control policy to pass through the router"

If your target web is HTTPS web, maybe it cannot be blocked. If your target web is HTTP web, you can try to clear the cache of browser and system.
