How do you enter the configuration screen of a CAP (that's where the setting is) if no CAP is connected?
Check out the emulator, even there it is grayed out:

Radio -> Radio Settings
Then you see a list of connected CAPs. You click on on the config icon of one and that's where the setting is. If no CAP is conneted, that table is empty, so how would ever get there?
