Both External and Interanl Ports are set to 21, Internal IP is set to the computer I want for the FTP Server, Protocol is TCP.

If you need to access your FTP server from external network, you should choose WAN1 under Virtual Servers under Interface.
FTP may use TCP 20 and 21, you may need to set up two items for TCP 20,21.
