Firmware Version: 2018-05-30

Is it possible to use radius to authentication to vpn? or add users via command line. I am not able to telnet to my router may be that feature does not exist in the r600vpn

As you said, R600VPN doesn't support telnet. And doesn't support raidus for VPN account.

You need to create VPN account through web-GUI. And you can enable remote management to manage rotuer remotely.
