all the switches can deliver the same download speed (all switches gigabit) via cable networked equipment
The 2 X EAP225 stubbornly refuse to deliver more than 9.8mbps

Ehm, only 140 bps for the EE?
9.8 Mbit/sec or MByte/sec. for the EAP?
If the latter, check your Ethernet cable between the router and the EAP. If it is unshielded CAT.5 cable, then the router/switch negotiates 100 Mbps (Mbit/s in European notation) which would explain such a low speed. You should be able to reach up to ~600 Mbps (that's megabit per second) data speed - equals 867 Mbps WiFi speed - in the 5 GHz band with an EAP225.
