TL-ER6120 Nat and clasical routing ? Is it capable?

Hi guys ,
I want to buy a TL-ER6120 , but befor i buy it i must be sure about some things, some of you that bought this product maybe can help me with answers:
Is this Router capable of:
1. Is this Router capable of routing PUBLIC IPv4 ip's using PPPoE server or DHCP (if it can route through the DHCP i'm pretty sure that will route over PPPoE server) ?
2. If my first ISP (primary) is failing (this is the isp that gived me 128 routable ip's - aka public ip's ) can i setup back-up on the ISP that gived me just 1 public ip and i must make NAT over it ?
3. Can this router make prioritization on HTTP port ? More details about my ideea: Some clients are downloading with different programs(eMule,DC++, Torrent etc) and if they start a web page and navigate the router can prioritizate the HTTP traffic in front of eMule,DC and Torrents?
