I am wondering if there is a way to enact a cooling-off period after a successful login.
For example, after a successful 2-hour login, the same person can only re-login after a 1 hour cooling off period from the same device.
Any help is much appreciated.

The EAP doesn't support this feature for now.
Why do you want this feature, can you tell us your demand?
We can set 8 kinds of the portal on the Omada Controller, and all they are free to use. Here is a faq about it.
How to configure the portal function on the Omada Controller?
You can set the voucher portal or other portals on the Omada Controller, and it will not cost you any money.
