Model: OC200
Hardware Version:
Firmware Version: 1.7.0 Build 20200703 Rel.59609

I upgraded my OC200 device to the newest firmware and backed up my settings because I knew this was a completely new interface. I didn't realize that I would be losing the main reason for this device. I no longer have Local User and Voucher when I go to setup Portal Authentication. What happened to these features? What were they replaced with? Is there a way to downgrade the firmware?

Yes, you can manually downgrade to v1.2.3. You need to locally log in (not through the cloud) to be able to do a manual downgrade:

The Upgrade guide explains these feature change, you may read carefully. As far as I know, the portal settings would require a manual configuration, the Voucher and Local User are configured under Hotspot authentication.
