Firmware Version:

have turn off antivirus and install JRE 8 in Windows 10, and for the life of me cannot start Omada Discovery Utility...anyone else have the same problems?

Omada Controller and Discover Utility cannot run on the same computer at the same time. How about turning off the OC200 and try again?
