Expanded USB storage Support

Hardware Version: V1

Firmware Version: 1.8.0 Build 20210406 Rel.58757

Please allow auto-backup to USB when not POE powered. (Why was this even a consideration?)
Please allow USB storage to be used for storing "History Data Retention"
1. If Necessary to keep the two options above separate, provide UI/feature to partition/format USB storage.

It would be really convenient to allow USB storage to be used for storing "History Data Retention".
