Using the TL-ER6020 with a multi-connection download manager, is it possible to split the download of a single file across both WANs?

The Draytek Vigor 2910 does not do this, but the Cisco RV0xx series does.

The answer is CAN'T
when download a single file, your router will create a link path ,and remember the IP of your PC and download server. and router will give this link path a WAN port. if there is no change of your PC's IP or download server's IP, router won't switch that WAN port to the other.
