Can't login into OC200 from local

I just received my OC200, ER7206 and TL-SG3210. I have them all connected up but I haven't connected the router to my ISP yet. I wanted to configure everything before I connect to my ISP. I can log into the router and see the OC200 has a DHCP IP of 192.168.0.143. I can ping the OC200 successfully. But when I enter the IP into my browser I don't get a login screen.

Additional info, I can successfully log into the router and the switch but not the OC200 controller

I performed a factory reset of the router and switch and I'm now able to log into the OC200
