Is there any reason why I am able to only create 18 IPGroups for my network?

If I remember correctly, the IP Group limit is 16, and it seems to me that configuring IP Groups and other functions such as ACLs all takes up memory, it's like a piece of cake that is only so big in total, and after the weight is given to other functions, there may only be so much to give to IP Groups lol.

Just striving to develop myself while helping others.
