From your description it is hard to see the problem, you mean that the ER7206 is local but you have installed a controller on the remote end to manage this router, right?
Maybe if you describe your topology and your network requirements roughly, it can better pinpoint the issue.

Are you saying that the settings such as the port forwarding that were set up locally before are not working after being managed by the controller?
How specifically is the controller managing the ER7206 across the network, based on VPN?
