I've googled but could not find an answer. Please advise!

All the switch has to be online when create ACL on switch. one of tp-link stupidity that have give me trouble when ting goes wrong with ACL and switch go offine.

Hmm! I will double check.I assume when you say online do you mean adopted/connected (with green status)?
