i have new sg3428x managable switch. i need to configure our lease line public ip in above switch .if it is possible please help me to configure publice ip in sg3428x switch and provide internet to our computers

You should be talking about router functions, maybe you should do these settings on a router rather than this switch.

Just striving to develop myself while helping others.
